发改委发布《中国-加拿大气候变化和清洁增长联合声明》

北极星电力网获悉，近日发改委发布了《中国-加拿大气候变化和清洁增长联合声明》。具体内容如下：

1、中国和加拿大确认气候行动，包括坚定向低碳、气候适应型和可持续发展迈进至关重要。作为全球性挑战，气候变化和向清洁增长经济体转型的需求要求各国政府、企业和其他行为体在可持续发展和消除贫困的背景下，坚决、协力、合作回应，注入动力。

2、李克强总理和贾斯廷•特鲁多总理同意强化中加合作对于全球减缓气候变化和适应其影响具有重要意义。双方进一步强调协同推进环境保护和经济增长。双方承诺采取务实行动，并展现其鼓励向具有竞争力、低碳和气候适应型经济和社会转型的决心，并推动清洁增长。

多边进程中的合作

3、中加双方欢迎在《联合国气候变化框架公约》下达成的《巴黎协定》生效，旨在通过加强《公约》，包括其目标的实施，加强全球对气候变化威胁的应对。双方重申《巴黎协定》不可逆转，且不能被重新谈判。双方再次确认对《巴黎协定》的有力承诺，反映公平并根据共同但有区别的责任和各自能力原则，考虑不同国情，迅速全面有效落实协定，并推进实施各自国家自主贡献的政策和措施。双方呼吁各方坚持并推进《巴黎协定》、实施国家自主贡献，并根据协定相关条款随着时间推移加强其努力。

4、中加双方欢迎在2017年11月《公约》缔约方第23次会议上通过的《斐济实施动力》。双方将与其他缔约方一道推动在2018年完成关于落实《巴黎协定》的工作方案。双方同时注意到2020年前的实施和力度至关重要，强化2020年前力度可为2020年后加强力度奠定坚实基础。

双边务实合作

5、中加双方将努力创造条件，使双边合作和深入交往加速两国减缓气候变化、建设适应型和支持清洁增长的努力。这包括共享相关国内政策信息、交流最佳实践，加强技术研究和开发合作。认识到工业界和私营部门的关键作用，双方将促进企业与企业间参与，助其把握向更加绿色低碳经济转型过程中产生的经济机遇。

6、中加双方同意在气候变化和清洁增长合作方面建立相关部长级对话。气候变化部长级对话，由中国国家发展和改革委员会和加拿大环境和气候变化部牵头，将为气候变化领域全面政策对话提供平台，包括加强在市场解决方案方面的合作，例如加方的泛加拿大碳定价方案和中方的全国碳排放交易体系，减少对传统化石能源的依赖并向清洁能源转型，碳捕集、利用和封存技术，以及加强在《联合国气候变化框架公约》等多边机制下的伙伴关系。两国将加强节能高效产品的技术和商业合作，努力提升社区和所有工业、交通和建筑部门能源效率。双方将探索潜在合作领域，以促进气候友好型产品和服务的贸易机会。双方部长将在下次会见时探索建立该对话的相关机制。

CHINA-CANADA JOINT STATEMENT ON CLIMATE CHANGE CLEAN GROWTH

They are committed to take concrete actions demonstrate determination to encourage the transition to a competitive, low carbon, climate-resilient economy society, promote clean growth.

Collaboration in the Multilateral Processes

3. China Canada welcome the entry into force of the Paris Agreement, adopted under the United Nations Framework Convention on Climate Change (UNFCCC), which, in enhancing the implementation of the Convention, including its objective, aims to strengthen the global response to the threat of climate change. They reiterated that the Paris Agreement is irreversible that it will not be renegotiated. They reaffirm their strong commitment to the Paris Agreement, moving swiftly towards its full effective implementation reflecting equity ‎in accordance with the principle of common but differentiated responsibilities respective capabilities, in the light of different national circumstances, will move forward on policies measures to implement their respective nationally determined contributions (NDCs). They call on all Parties to uphold advance the Paris Agreement, to implement their NDCs to strengthen their efforts over time, in accordance with the relevant provisions of the Agreement.

4. China Canada welcome the Fiji Momentum for Implementation adopted at the COP23 held in November 2017. They will work together with other Parties towards the completion of the work programme related to the implementation of the Paris Agreement by 2018. They also note that pre-2020 implementation ambition are of utmost importance, enhanced pre-2020 ambition can lay a solid foundation for enhanced post-2020 ambition.

Concrete Bilateral Cooperation

5. China Canada will strive to set the conditions whereby our bilateral collaboration growing relationship accelerate our two ries’ efforts to mitigate climate change, build resilience, support clean growth. This includes sharing information on relevant domestic policies, exchanging best practices, promoting cooperation on technology research development. Recognizing the crucial role of industry the private sector, China Canada will facilitate business-to-business engagement to help capture economic opportunities arising from the transition to a greener, low carbon economy.

6. China Canada agree to establish appropriate Ministerial Dialogues on cooperation on climate change clean growth. The Ministerial Dialogue on Climate Change will be chaired by the National Development Reform Commission of China Environment Climate Change Canada. It will provide a forum for a comprehensive policy dialogue on climate change, including strengthening their cooperation on market-based solutions, such as Canada’s pan-Canadian approach to carbon pricing China’s national emission trading system, reducing reliance on traditional fossil energy transitioning to clean energy, carbon capture utilization storage technology, strengthening partnerships in multilateral fora including through the UNFCCC. The two ries will strengthen technical commercial cooperation on energy-saving highly efficient products, work to improve the efficient use of energy in communities across all industrial, transportation, building sectors. China Canada will explore potential cooperation to advance trade opportunities for climate friendly products services. The two Ministers will explore the mechanisms to establish the Dialogue at their next meeting.

7. The Ministerial Dialogue on Clean Energy will be chaired by the National Energy Administration of China Natural Resources Canada. It will provide a forum to facilitate clean energy solutions, including, the transition from fossil energy to cleaner fuels, such as nuclear, renewables natural gas. China Canada will seek ways to exp our energy trade (including LNG), as well as accelerate commercial progress in our nuclear energy sector, including through the joint development of the Advanced Fuel CU Reactor in China third ry markets, the exped trade of uranium. The Memorum of Understing (MOU) in the Field of Energy, which the National Energy Administration of China Natural Resources Canada renewed in June 2017, as well as the China-Canada Track II Energy Dialogue will also be key platforms to advance trade investment opportunities.

8. China Canada also welcomes the announcement of the renewal of the bilateral MOU Concerning Environmental Cooperation the first Ministerial-level Dialogue on the Environment between the Ministry of Environmental Protection of China Environment Climate Change Canada. This mechanism will allow for high-level engagement cooperation on issues of mutual interest including clean air, water, soil, chemicals management, biodiversity, conservation areas. This work will be aimed at achieving sustainable development to protect the health well-being of the people the environment of both ries. Canada will continue its support for the work of the China Council for International Cooperation on Environment Development.

9. Through existing platforms or new mechanisms, including additional high-level bilateral dialogues involving or led by relevant government agencies as appropriate, China Canada will continue enhance vital work to promote clean growth.The two ries will promote sustainable energy resource development, including upstream oil gas, as well as the minerals materials sectors. Both sides will continue to explore the possibility of accelerating innovation commercialization of clean energy technology demonstrations projects. They will also encourage the use of wood wood products that are the result of sustainable forestry practices increase collaboration to develop more eco-friendly projects made from green building materials, including Low Carbon Eco-district Demonstration projects Multi-story High-rise Timber Structure Demonstration projects.
