会议背景

煤制合成天然气是国家发改委“现代煤化工示范”方向之一，也是中国天然气供应的重要组成部分。2014年5月，国家《能源行业加强大气污染防治工作方案》提出，到2017年国内煤制气供应能力达到320亿立方米。2014年6月，国家《能源发展战略行动计划(2014-2020年)》也提出，稳妥实施煤制气示范工程和推进煤制气技术研发和产业化升级示范。

然而在过去的两年间，煤制气项目却因环保和经济性受到非议。亚化咨询认为，现有已投产的大型煤制气示范装置将为后续商业化项目提供宝贵的经验，包括技术选择，项目建设与管理，装置运营与人才储备，三废治理，管道建设和调峰等方面。

中国天然气的巨大市场潜力，以及未来国际能源价格理性回升的预期，使投资者对煤制气前景依然看好。2015年中国煤制气行业取得一系列新进展。苏新能源将打造环保升级版煤制气工程。2015年3月，湖北能源宣布将与三峡集团、陕煤联合建设煤制气项目。2015年4月，环保部受理中石化新疆煤制气外输管道工程环评报告。2015年鄂尔多斯也将继续推进汇能、北控、河北建投、中海油、新蒙、华星等煤制气项目。

第六届煤制合成天然气技术经济研讨会将于2015年6月29-30日在北京召开。会议将探讨煤制天然气政策与环评审批，中国天然气供需、价格与煤制气经济性，煤制气示范项目运行经验与新项目建设进展，焦炉煤气制SNG与LNG的高效利用，煤制气管道建设和规划，SNG副产物优化利用，以及煤制气的水处理、环保与二氧化碳解决方案等。

Background

Coal to synthetic natural gas (SNG) is one of the NDRC’s "modern coal chemical demonstration" directions, and also an important part of China''''s natural gas supply. In May 2014, the national "energy industry to strengthen air pollution control program of work" proposed that China’s SNG supply capacity will reach 32 billion Nm3 by 2017. In June 2014, the national "Energy Development Strategy Action Plan (2014-2020)" also proposed to implement SNG demonstration projects, promote SNG technology development and upgraded industrialization demonstration.

In the past two years, however, because of environmental and economic issues, the SNG projects are disputed. ASIACHEM believes the existing large-scale SNG units will provide valuable experiences for the following commercial projects, including technology selection, project construction and management, plant operation and talents reserve, waste management, pipeline construction and peaking etc.

China''''s huge market potential of natural gas, as well as the rational expectations of future energy prices rise, so investors are still optimistic about the prospects for SNG. China’s SNG industry has made a series new progress in 2015. Suxin energy will build environmental upgraded SNG project. In March, Hubei Energy announced to jointly invest a big SNG project with Three Gorges Group, and SHCCIG. In April, the Ministry of Environment Protection received EIA application report of Sinopec Xinjiang SNG pipeline project. In the 2015, Ordos Government will continue to promote the Huineng, Beikong, Hebei Construction Investment, CNOOC, Xinmeng, and Huaxing SNG projects.

6th Coal to SNG Conference will be held in June 29-30 2015 in Beijing, China.
